To fix the issue you can do The code below will give you a good idea of what to do. When you click the button, it will get the text of the EditText and put it into string. Then it will convert into int. Then you can put the new int variable time into your CountDownTimer function's 1st parameter to set the length of the timer.
code :
   Button submit;
   TextView timerText;
   EditText editTextTime;
   CountdownTimer yourTimer;
   String  timeString;
   int time;

  submit.setOnClickListener(new View.OnClickListener() {
        @Override
        public void onClick(View v) {

     timeString = String.valueOf(editTextTime.getText());
     time = Integer.valueOf(timeString);

        }
    });

    yourTimer = new CountDownTimer(time, 1000) {

    @Override
    public void onTick(long millisUntilFinished) {

        int seconds = (int) millisUntilFinished / 1000;
        int minutes = seconds / 60;
        seconds %= 60;
        minutes %= 60;

        if (seconds < 10 && seconds >= 1) {
            timerText.setText("" + seconds);
        }
    }

    @Override
    public void onFinish() {

    }
}.start();

like below fixes the issue try not to trust only javascript for this job, use php to write the time in the session or an database when the user gets the form to fill in his data - check the difference (with php) between this starting-time and the end-time when the user submits the form to the server and show him the confirmation when diff<=1min or show him sorry-to-late when diff>1min

Preventing timer manipulation from end user with android TimerTask and Timer

Preventing timer manipulation from end user with android TimerTask and Timer

wish helps you How can one ensure that a task that is supposed to run for x amount of time on an android os be run for that x period without user manipulation of date and time? For example, if I want this timer to run for 24 hours solid and then advise the user that 24h has passed, even if the phone is off for an hour, the user then turns it back on and sets the system time forward 2 hours, this timer would still indicate when that solid 24 hour period had passed without the user manipulating the system date/time and without connecting to the internet to verify the proper amount of time has passed. , Here is flow/algorithm.
code :
1) You need to store time of timer first initiated some where, probably database and let timer run for 24 hours.
    a) assuming phone not turned off, timer continues
    b) Assuming phone turned off and turned on
        b1) Get initial timer started time from database, then calculate how much time left for 24 hours.
        b2) Initiate timer again with left time.
How to control a timer in visual basic where the time interval of the timer is set by the user from a textbox

How to control a timer in visual basic where the time interval of the timer is set by the user from a textbox

This might help you I will suggest you to set the interval value every time that the user puts a right Integer value inside the TextBox by handling the TextBox.TextChanged event (you can add or not a proper error-handling).
An example:
code :
Friend WithEvents Timer1 As New System.Windows.Forms.Timer

Private Sub ResetTimerInterval(ByVal tmr As Timer, ByVal interval As Integer)
    If (tmr IsNot Nothing) Then
        With tmr
            .Stop()
            .Enabled = False
            .Interval = interval
            .Enabled = True
            .Start()
        End With
    End If
End Sub

Private Sub TextBox1_TextChanged(sender As Object, e As EventArgs) _
Handles TextBox1.TextChanged

    Dim value As Integer

    If Integer.TryParse(DirectCast(sender, TextBox).Text, value) Then
        Me.ResetTimerInterval(value)
    End If

End Sub
Friend WithEvents Timer1 As New System.Windows.Forms.Timer

Private Property TimerInverval As Integer
    Get
        Return Me.timerIntervalB
    End Get
    Set(ByVal value As Integer)
        If (value <> Me.timerIntervalB) Then
            Me.timerIntervalB  = value
            Me.ResetTimerInterval(value)
        End If
    End Set
End Property
' Backing field.
Private timerIntervalB As Integer

Private Sub ResetTimerInterval(ByVal tmr As Timer, ByVal interval As Integer)
    If (tmr IsNot Nothing) Then
        With tmr
            .Stop()
            .Enabled = False
            .Interval = interval
            .Enabled = True
            .Start()
        End With
    End If
End Sub

Private Sub TextBox1_TextChanged(sender As Object, e As EventArgs) _
Handles TextBox1.TextChanged

    Dim value As Integer

    If Integer.TryParse(DirectCast(sender, TextBox).Text, value) Then
        Me.timerIntervalB = value
    End If

End Sub

This might help you The server can't force the browser to submit anything, that's what the JavaScript code would do. And, yes, the user can choose to modify that if he or she wants.
What the server would do is keep track of two things:
