help you fix your problem Is there a method, or a way to convert a string with a mix of characters and ASCII hex codes to a string of just characters? , Quick and dirty:
code :
    static void Main(string[] args)
    {
        Regex regex = new Regex(@"\\x[0-9]{2}");
        string s = @"Hello\x26\x2347World";
        var matches = regex.Matches(s);
        foreach(Match match in matches)
        {
            s = s.Replace(match.Value, ((char)Convert.ToByte(match.Value.Replace(@"\x", ""), 16)).ToString());
        }
        Console.WriteLine(s);
        Console.Read();
    }

may help you . You can use URLDecoder.decode(String, string). Something like,
code :
String str = "%7B%22username%22%3A%22test1234%22%7B";
try {
    System.out.println(URLDecoder.decode(str, "utf-8"));
} catch (UnsupportedEncodingException e) {
    e.printStackTrace();
}
{"username":"test1234"{

will help you < and the like are not ASCII character codes, they're HTML entities.
And to show them, it's quite simple: escape the & by writing & instead, so write < to show <.

wish helps you If your encoding of "extended ASCII" is ISO-8859-1, then you're in luck. The first 255 Unicode points (Not UTF-8 encoding) of Unicode follow ISO-8859-1. I.e. á == U+00E1.
If you have any other encoding, then you're out of luck. The mapping of characters was arbitrary, so requires a rosetta stone and not calculation.

help you fix your problem I found my answer in this SO post. It turns out that code page 437 corresponds to the extended ASCII character codes. I was thus able to re-encode the data as follows:
code :
var output = Encoding.Convert(Encoding.GetEncoding(437), Encoding.GetEncoding("ISO-8859-1"), input);
