To fix this issue NotifyIcon is not implemented in WPF as it is in Forms, but you can still use the Windows Form NotifyIcon, it resides in the System.Windows.Forms namspace.
Take a look at these tutorials, they might cover your needs:

This might help you Should be as easy as calling the PreviewTrayToolTipOpen event, either in your XAML:
code :
<tb:TaskbarIcon  x:Class="MyAwesomeApp.TrayIconUserControl"
                 PreviewTrayToolTipOpen="PreviewTrayToolTipOpen">
    <tb:TaskbarIcon.TrayToolTip>
       <Grid>
          <TextBlock Text="{Binding TextFromViewModel}" />
       </Grid>
    </tb:TaskbarIcon.TrayToolTip>
</tb:TaskbarIcon>
TrayIcon = new TrayIconUserControl();
TrayIcon.PreviewTrayToolTipOpen += PreviewTrayToolTipOpen;
    private void PreviewTrayToolTipOpen(object sender, RoutedEventArgs routedEventArgs)
    {
        throw new NotImplementedException();
    }

this will help So it turns out that the right-button click is not registered until after the context menu is clicked, so it is the right-button click that registered and raised the NotifyIcon click event. As such, I had to cast the EventArgs provided for the click as MouseEventArgs, and check the button.
