To fix the issue you can do I receive runtime errors like this when making Stripe calls such as stripe.Customer.create(email = email) , Does your appengine_config.py have this in it yet?
code :
import os

from google.appengine.ext import vendor
from google.appengine.ext.appstats import recording

appstats_CALC_RPC_COSTS = True

# Add any libraries installed in the "lib" folder.
vendor.add('lib')

def webapp_add_wsgi_middleware(app):
    app = recording.appstats_wsgi_middleware(app)
    return app

# if on localhost
if os.environ.get('SERVER_SOFTWARE', '').startswith('Development'):
    import imp
    import os.path
    import inspect
    from google.appengine.tools.devappserver2.python import sandbox

    sandbox._WHITE_LIST_C_MODULES += ['_ssl', '_socket']
    # Use the system socket.

    real_os_src_path = os.path.realpath(inspect.getsourcefile(os))
    psocket = os.path.join(os.path.dirname(real_os_src_path), 'socket.py')
    imp.load_source('socket', psocket)
else:
    # Doing this on dev_appserver/localhost seems to cause outbound https requests to fail
    from lib import requests
    from lib.requests_toolbelt.adapters import appengine as requests_toolbelt_appengine

    # Use the App Engine Requests adapter. This makes sure that Requests uses
    # URLFetch.
    requests_toolbelt_appengine.monkeypatch()

Upgrading DataNucleus DB engine (Neodatis) to latest version generates ClassCastException

may help you . A ClassCastException does not arise from a missing class (that's what NoClassDefFoundError is for); instead, it's thrown because the code attempted to cast an object to an incompatible type.
In this instance, it means the new version of NeoDatis is not completely backward-compatible with the version you had.

Hope this helps You can use Django 1.4 with CloudSQL.
If you're using the HRD, you'd want to use django-nonrel (the successor to App Engine Helper). While django-nonrel works, the documentation is a bit lacking at the moment.

To fix this issue Thank you everyone for your respective answers and comments, but I recently stumbled upon GAE boilerplate and decided to use that and everything's fine. I kept having very odd problems with GAE beforehand, but the boilerplate is simple and seems to be working fine so far. Anyways, thanks again. (Note: I would delete the question but two people have already answered and received rep from +1s, and they are in fact helpful answers, so I'll leave it be).

To fix the issue you can do I guess you refer to a server resizing when you talked about upgrading your CPU. How did you resize your server, is it running? Did you follow the official documentation? Please take a look to the guides below:
https://cloud.google.com/compute/docs/instances/changing-machine-type-of-stopped-instance https://docs.bitnami.com/google/faq/#how-to-change-the-server-type-or-resize-the-server
