To fix this issue It seems to be a problem related to the ruby version Heroku is using. You could try setting the ruby version so Heroku uses the same one as you use locally.

wish help you to fix your issue Each dyno can be seen as a separate server, each of them runs the same version of the application.So if you have 12 dynos, you have 12 servers, with heroku's router sending each request to one or another.
